Red Seal, CCQ or Emploi-Québec: which exam do you need in Quebec?
Quebec has three different exams. Work on construction sites covered by Quebec’s construction labour law needs a competency certificate from the Commission de la construction du Québec (CCQ), which runs its own exams. Outside construction, qualification certificates come from the Ministère de l’Emploi et de la Solidarité sociale (MESS) and Services Québec, which many people still call Emploi-Québec. The Red Seal exam is a separate interprovincial exam: you reach it with a MESS or CCQ qualification certificate through the Centre administratif de la qualification professionnelle, and you need 70% to pass.
The three exams at a glance
Construction sites: the CCQ
Québec.ca says the MESS electricity and refrigeration system class 1 certificates cover work outside construction, meaning outside the scope of the Act respecting labour relations, vocational training and workforce management in the construction industry. Work on sites covered by that Act requires a competency certificate issued by the Commission de la construction du Québec.
For registration, fees and rewrites of CCQ qualification exams, check directly with the CCQ. This page does not repeat its rules.

Outside construction: MESS and Services Québec (Emploi-Québec)
Some trades need a compulsory MESS qualification certificate, such as electricity (CÉ) or refrigeration system class 1 (SF-1). Their exams differ from the Red Seal exam: for electricity, 40 to 60 questions in 3 hours with 60% to pass, in French (English on request if an exception under the Charter of the French language applies to you); for refrigeration system class 1, 50 to 60 questions in 3 hours with 60%, in French. The January 1, 2026 fee schedule sets registration for a qualification exam at $136.
A holder of a CCQ journeyperson (compagnon) electrician or refrigeration mechanic (frigoriste) certificate receives the matching MESS qualification certificate with no other requirements, as does a holder of a Red Seal certificate in that trade.
Other trades use voluntary qualification and the workplace apprenticeship program (PAMT), with an apprenticeship of 3 to 36 months and support from a Services Québec qualification officer. Québec.ca lists the voluntary trades of industrial mechanic and conventional machine-tool machinist as recognized under the Red Seal Program.
