How to challenge the Red Seal exam in Ontario without an Ontario apprenticeship

In Ontario, an experienced worker who did not complete an Ontario apprenticeship applies to Skilled Trades Ontario for a Trade Equivalency Assessment, which costs $235 + HST. You must prove the skills in the trade’s training standard and experience at least equal to the full apprenticeship, school hours included. If you are approved, you book the certifying exam in the STO Portal and pay the $150 + HST exam fee. After a failed attempt there is a mandatory 30-day wait before you can rewrite.

Who can challenge the exam (trade qualifiers)

Skilled Trades Ontario calls this route the Trade Equivalency Assessment, and its application guide calls applicants trade qualifiers. It is only available in trades with a certifying exam. It covers experience gained outside Canada, in a Canadian province or territory without a Certificate of Qualification or equivalent, or in the Canadian Forces.

You need verifiable evidence of competency in the skills of the trade, as defined by its training standard, and experience at least equal to the prescribed or recommended total training time of the apprenticeship, which includes on-the-job and in-school hours. The guide says the experience must be time practising the trade, not time as a supervisor or manager or time in school.

Two cases skip the assessment. If you completed an Ontario apprenticeship, you apply to write the certifying exam directly. If you are already certified in a matched trade in another province or territory, the guide says you can apply directly for an Ontario Certificate of Qualification.

  • 309A Electrician – Construction and Maintenance: 9,000 hours, plus proof of Canadian Electrical Code knowledge (legal electrical work in Canada that shows you applied the Code, or a recognized Canadian Electrical Code course of at least 12 hours).
  • 313A Refrigeration and Air Conditioning Systems Mechanic: 9,000 hours. A Residential Air Conditioning Systems Mechanic certificate counts toward it, with 4,500 more hours required.
  • 421A Heavy Duty Equipment Technician: 7,000 hours.
  • 429A General Machinist: 8,000 hours.
  • 433A Industrial Mechanic Millwright: 8,000 hours. A Construction Millwright (426A) certificate counts toward it, with 2,000 more hours required.

How many years of experience is that?

The guide bases its hour requirements on about 1,800 hours per year of full-time employment. At that rate, 9,000 hours is about five years of full-time work in the trade, and 8,000 hours is about four and a half.

Steps to challenge the exam in Ontario

  1. Check the trade’s training standard and hour requirement, then gather work experience verifications. Each one comes from a supervisor or manager with trade knowledge (preferably a certified journeyperson) on the STO form or a letter, and lists start and end dates, the months and hours worked, and detailed tasks with examples. Self-employed applicants use verifications from other trade businesses plus a detailed resume and proof the business exists.
  2. Submit the application with a copy of valid government photo ID, either by email to assessments@skilledtradesontario.ca or online in the STO Portal (New application, then Trade Equivalency Assessment). Documents not in English or French must be translated by a member of a recognized Canadian association of translators.
  3. Pay the assessment fee of $235 + HST ($265.55 with HST, according to the guide) once Skilled Trades Ontario confirms your application is complete.
  4. Skilled Trades Ontario assesses your evidence. It may phone your references and may interview you.
  5. You are told the result and your next steps. If you are not approved, you can apply for a reassessment ($100 + HST) with new evidence or references.
  6. If you are approved, book the exam in the STO Portal (Examination, then your exam type, date, time and location) and pay the $150 + HST exam fee. Payment comes before your Authorization to Test Letter, and you get an email confirming the booking.
  7. Write the exam. Skilled Trades Ontario gives you your results and next steps. If you pass, you pay a fee to be issued your Certificate of Qualification.

In a compulsory trade such as 309A or 313A, the guide says you may not work in the trade until you pass its certifying exam.

What to study before you book

The Red Seal exam preparation guide points to four official resources for each trade: the Red Seal Occupational Standard (the tasks the trade performs), the exam breakdown (how many questions come from each section), the sample questions, and the self-assessment tool. Work experience alone may not cover every section, so compare the breakdown with what you actually do at work and study the gaps first.

For the five trades below, our free exam guides turn each official breakdown into a study plan, and the free 25-question practice tests are available online or as a printable PDF.

Challenging the exam in other provinces

Every province and territory runs its own challenge process, with its own name, fees, experience rules and rewrite limits. Alberta calls it the Trades Qualifier program, SkilledTradesBC calls it the Challenge pathway, and in Quebec the route depends on whether the trade is in the construction industry (see Red Seal, CCQ and Emploi-Québec). Our page on exam rules by province lists the fees and rewrite rules we could confirm on each authority’s site.
